Today Commission on Revenue Allocation (CRA) paid a courtesy visit to the County Assembly the commissioners were ushered in by The County Assembly Service Board Members (CASB). CRA CEO Mr. George Ooko and commissioner Mr Kishanto Ole Suuji the liason commissioner for Elgeyo/Marakwet County highlighted the contents of the CRA’s 2nd Policy document paper on revenue Allocation, with emphasis on the Equalisation fund. 7000 Sub- locations countrywide were entered on general poverty index analysis and 10% (700 Sub-locations) only emerged to benefit from it. An equivalent of 16 counties up from 14 counties during the 1st policy document analysis.The analysis is more accurate as smaller units of the economy are analysed rather a blacket analysis of a county or a sub-county (District). Mr Ooko said the parameters of household analysis by the national government are: water, electricity, education, health and sanitation as per 2009 national census. Elgeyo/Marakwet County did not emerge in the 16 counties to be considered for the Equalisation fund.
The County Assembly Speaker Hon. Kiplagat Sabulei highlighted the challenges of missing link in the data capture as some sub-locations in the county could prompt the County to be included under the category to benefit from the Equalisation fund. Non disclosure or omission of vital information by households about the exact household status has up scaled the county status, yet the reverse is true. During the 2019 national census, the county citizens will be informed of importance of the correct household data capture.
Hon. Sabulei also elaborated to CRA team the financial challenges the County Assembly is facing as mega projects cannot be established or accomplished in time with the current budgetary allocation to the Assembly. The speaker requested the commission for special funding to establish Assembly’s Ultra- Modern administration block to house the Honourable members, Assembly library and offices to ease congestion in the old renovated County Council Building .CRA commissioner Mr. Kishanto Ole Suuji promised to have frequent engagements with the assembly to enable the commission get updated on emerging issues and correct state of affairs at the County and likely during the 3rd policy document development the county might qualify for the equalisation fund.
